Why it’s on the record. After the August 21, 2013 sarin attack near Damascus, Obama asked Congress for authorization, did not strike, and accepted a Russian-brokered disarmament deal. On Sept. 4, 2013 in Stockholm he said: 'First of all, I didn't set a red line, the world set a red line.'
