Why it’s on the record. During Trump's first impeachment, which turned on abuse of power, Graham said on Dec. 14, 2019 at the Doha Forum: 'I am trying to give a pretty clear signal. I have made up my mind. I'm not trying to pretend to be a fair juror here.' He voted not guilty on Feb. 5, 2020 (Senate roll call vote 33).
