Why it’s on the record. The Affordable Care Act was negotiated in private meetings at the White House and on Capitol Hill. On Dec. 30, 2009 C-SPAN CEO Brian Lamb wrote to congressional leaders asking to televise the final talks, and they did not. PolitiFact rated the promise 'Broken' on Jan. 5, 2010.
