Why it’s on the record. The House cited this exchange in its report recommending impeachment for perjury before the grand jury (Article I). He was impeached in December 1998 and acquitted by the Senate in February 1999. In 2001 he admitted to giving false testimony in the Jones case and accepted a five-year suspension of his law license.
